That way you could warn other people about potential creeps. It would also hold people accountable to their poor behavior. To avoid people retaliating, you could have a threshold of complaints before they start appearing. Say, somebody needs 3 bad complaints in x time from three different users to lose a star from their rating. Similarly good daters would see their starting scores improve over time.

I know I'm a good guy who would make a wonderful date when I went out with somebody who I shared some common interests with. So not really. Course right now I'd have exactly 0 ratings but such is life, think of all this time that all the women of the world have squandered by not going out with me What a dirty shame!

All of us have our bad days. Also, it wouldn't be difficult to artificially raise your score by just creating a bunch of fake accounts.

I would have a $h!t ton to say about some of the whining, desperate, fickle, posters on this site. Most are pretty cool, though.
