This always confuses me, so admittedly there is a free pass there... For me it is still a date, I'm going to pay regardless if I like the person or not. Usually an alpha female will pay and get the last word. Most of the time she and I won't have a 2nd meeting which would be a date.

I'm giving the OP's guy the benefit of the doubt. Who knows what 21 yr olds are calling 1st dates, meet ups, meetings, or hook ups. I call it a 1st meeting with the conversion to date if it goes well. I keep the rest of the evening open.

A guy should still pay for the 1st meet up.
