He translates it as 'she probably is interested' and 'she probably likes me'. And, I would do it many times if it is appropriate. 1

That could just be them being friendly. More obvious signals are if they start a conversation and be genuinely interested. Oh wait, that can be a friendly gesture as well. Flirting is more about the body language than anything else...it's about those unconscious movements that you, sometimes unconsciously, see as them showing potential interest. Well, I'm no expert, but it seems logical...at least in my head.
