If she digs you, and you don't ask her out, she'll start to think your texts are annoying. Ask her out and you'll have your answer of whether she likes you too or not.

She knows my intentions so there's no way im in the friend zone. We last hung out a month ago. We kissed, lot of touching, etc. She even mentioned a couple times we should do this and do that in the future. But she keeps making excuses, never initiates anything, but continues responding to texts. I figured if she was trying to give me a hint, she would stop responding to me.

You've probably ****ed it up by stalling too long inbetween. Yah or whatever her name was actually had the perfect reply (the one about you being a chronic texter). You can ask her out one more time, but you did describe her as "constantly" finding excuses. In this case I would just ditch her and leave it up to her to set something up. Fwiw she's probably responding to the texts because she enjoys the attention and likes feeling wanted by men.
