Why would he waste time doing that instead of flirting with the one you're interested in? But as a man, I can tell you where that idea comes from: trying to display high value. It's basically trying to get the idea across that you have options, and that this will hopefully make the girl get jealous and try harder for his affection. Kind of pointless in my opinion
