Lets say the guy already planned out an elaborate proposal and wants to surprise her with it - he may say no to her proposal in a case like that. Let's say the guy loves her and wants to marry her, just not right now for whatever reasons: financial, life situation, etc. Of course there is always the bleak possibility that it really isn't his heart's desire to marry her, and says no truthfully.

I would think that the reason he would say no to his Gf would be that he has too much going on in his life to say yes to her. The reason could be anything like fianancial issues, family problems etc. Of course despite all these problems, I am assuming that he likes and loves her a lot. So here its just a matter of timing. When he is ready he will get his girl. And apologise big time for saying a No at the wrong time.

If he wants to marry her, he would say yes, unless there were extenuating circumstances, in which case, he'd say, I can't right now or something. I don't get it.
