It doesn’t matter much whether they went “all the way” or not. “All the way” is also quite murky when applied to sex. The simple reality is that any sexual act done without the knowledge or consent of your partner constitutes cheating.

She could have given him a blowjob and some would technically define that as not going all the way if they didn't have actual intercourse. She cheated.
