The first year of marriage and wife and her boss go on a business trip together,, stay in adjoining rooms and eat all meals together in 5-star restaurants.. she admits he put his hand on her thigh and they necked.  she said they had the opportunity to go all the way but decided not too because made vows to me.  I think they had sex and she is trying to hide it.

If she admits that they necked, then she cheated. It doesn’t matter much whether they went “all the way” or not.

“All the way” is also quite murky when applied to sex. The simple reality is that any sexual act done without the knowledge or consent of your partner constitutes cheating.

Yes it is cheating. As Gebidozo said the term 'going all the way' has a wide range of definitions. She could have given him a blowjob and some would technically define that as not going all the way if they didn't have actual intercourse.
