This man and I met up at a restaurant two weeks ago he's been loving my messages and he started following me on instagram. The other day he asked me if I had plans for our birthday (we share the same birthday). And if not did I want to do something.

Ah, sorry for the confusion.  

If your birthday is this week, the he may be interested.  But if its not for a while, then he's probably not that interested.  It really comes down to how proactive he's being about seeing you soon
