There is a possiblility that the guy she likes dosn't like her back and heres where you come in. Just let her know that you would like to hang out with her sometime and get to know her a bit more. She will sense something and will take the bait if shes interested.

Act like you are the most fun person on the planet, then ask her out. Confessions/chats about your feelings = DOOM. You will be placed in the friendzone for all time.
