You need to tell him that you are struggling to pay for 2 people to live there and that he has to start contributing to the rent and utilities.

If he cant, he has to leave.

Don't let him wiggle his way out of it with excuses and aggressiveness. 

You both live there, you both should be paying your share.

He's an ass for never offering in the beginning.

He clearly just wanted to mooch off you.

Don't stand for it anymore.

He is paying rent, so if this doesn't cover your expenses you need to raise the rent. You can either charge a flat fee that includes utilities etc, or just rent and split the rest. But no tenant is obligated to provide parts and labor for your home renovations.

He's not paying any rent.

The OP just wants him to contribute a little seeing as he's living there too.

That's perfectly reasonable.
