It seems like she wonders why there are glances and looking, but you have never spoken to her or bought her a drink. Which is kind of odd, if you are glancing over that  much and like her.

Are you interested in her at all? I would say that if you are not interested in her than  ignore her altogether. That means no staring back at her. That might give her the idea that you are interested. Or go to another bar.  She huffs and puffs, so what? Maybe try to smile and say hello to her and see how it goes if you are interested. But if not, let it be. Sounds to me like this woman is renting too much space in your head.
