Why not? If he says no, you never talk to him again. If you see him in the road you can either ignore him or politely acknowledge.

I really don't get the not wanting to make things awkward with someone you have... nothing... with. Why do you even care. It's just one person out of billions.

Because he’s my neighbor! Why would I want to make things awkward for either one of us near our homes?

(Also, 2 or 3 years ago I kissed one of my married neighbors. That made things awkward for quite awhile. I didn’t like that. I want to feel relaxed and at peace when I’m at home/near my home.)

Be friends. It's always good to have neighbors who you are on good terms with. Don't date in the neighborhood. Try dating apps.

Yes, being friends would be nice. 

I don’t think I’m up for dating apps. Maybe someday I will be, but not now. It’s not like I’m out looking for someone. I’ve just noticed him and think he seems attractive and nice.
