A guy I’ve been talking to randomly said that I can get laid by any guy I want to if I wanted but then after saying that he says “Don’t you dare?”

It's a badly worded way of him telling you that you are a desirable person.  Although you have the ability in his opinion to get any guy you seek, he'd prefer that you didn't sleep with anybody but him.   He just didn't phrase that sentiment well.
