In fact, if it's a man and there's interest, he needs to pick up the telephone and have a grown up conversation with inflection and tone and sincerity that can be heard and felt at least occasionally if he wants to have a little texting in between then. If he finds it too expensive because he lives overseas, so be it. I've lost interest if all there is is texting. Boring, tedious and insincere. 2

When I first moved over here, keeping in touch with anyone who I wasn't already close to just wasn't on my long list of things to do. I was excited to share certain things about my new life with my nearest and dearest, so I kept (and still keep) in regular contact with them. If I wasn't keeping up with certain other people, it was because I just didn't care to allocate the little free time I had to do so. So, to answer your question, yes, someone can be too busy to stay in contact with those in another country. But in my personal experience, this is usually because I'm prioritizing my time with other people who I'm more interested in generally.
