Should I break up or give an ultimatium (do they work anyway?)

I am so confused as to what to do, I have been dating my bf for over 7 years now and I feel like my life is in a rut....I want to marry this man, but part of me never feels like we are going to take this relationship to the next step...I have had several conversations with him regarding marriage and asking him of he wants to marry me (all of which I had to bring up) and he always goes back and forth about ever wanting to get married or that he doesn't have his life together, by the way he is 37 years old and I am 32. When will he ever have his life together? Do I wait??? and how Long? I am so confused as to what to do, I love this man, but I just don't feel like I get it back in return, he never tells me he loves me or rarely shows me affection..We have a great time together and are always doing fun things together and have the same interests..Is that enough to have a happy and loving relationship??? I need some help from people out there..I feel so sad and don't know what to do, does anyone have an opionon????
