I think your admission that you run hot and cold might be the real issue.

If you were really into him, you would feel more comfortable telling him you want him to dress better (you can put it positively) ... and you would take him to a shop and get a sample of nice clothes ...

But if you're running hot and cold (love that expression) ... then dressing him up .. would just leave you with a better dressed man you are hot and cold about ...
