"Don't hold your breath" or "I won't hold my breath over it" means it's never going to happen. Whatever it is, the promise, the event; it won't happen or it will take a long time, meaning that it will take longer for it to happen than you can possibly hold your breath. I could see someone using the phrase in a manner in a relationship where he is really interested and likes a girl and wants her to feel the same, and states this in a more teasing, vulnerable manner, or sarcastic manner. If the boy is waiting on the girl to perform a task or follow up on a promise and she isn't doing it, and this is probably a repeated issue, then he's not going to hold his breath that it's ever going to happen. Others will more eloquently describe the meaning. It's usually negative, IMO, and in your post, I don't know, maybe the guy has been waiting and hoping for you to like him back the same way, and it's not happening. Maybe you've been dating awhile, but you keep pushing back, creating drama, not committing, or not following through, and he's growing weary of the back and forth. In what context did the guy use the phrase on the girl? 1

Probably means he doesn't trust you or believe in whatever you've told him or implied, most often due to previous behaviour. Can't give you an exact answer without context, but here's an example: You cancel a date on more than one occasion, for whatever reason. You say to him that the two of you should go out bowling at the weekend sometime. He says he won't hold his breath. 2
