Some are very outgoing and will approach you, or chat you up once you get close. But in general the answer is neither, meaning that they are likely preoccupied with other things and may not even notice you. So yes, most men will have to take an active role in establishing contact.

I don't really care if I was the one to say hi or the other way round as long as there's mutual interest. If a guy respects me less because I made the first move: that's a dealbreaker. Most guys feel flattered.
