Can we be friends with an ex? he is still stalking me on social media

We were best friends, i always see him as a best guy friend, i always talked to him (everyday) about everything and anything ( it's hard to find someone who understands you that much).

 

I feel really comfortable with him, one day after going to the movies we both suddenly felt the chemistry and we make out in his car, upon the first kiss with a BEST GUY FRIEND, it turned out to be quite amazing, 'the feeling' where i thought we both would never have,we had it, after making out for a while, he started to touch me on my boobs and my pu$$y, but it's not aggressive, he just did it really naturally, at first it felt weird as i see him as a friend.

 

After that night he told me that he actually liked it and maybe we could have a try to be a couple, we tried to be together for about a month and things doesn't go so well.. (he said he could't cope with my attitude) and we broke up and becoming friends again.

 

One night and i felt like i'm missing him a lot, ( as a friend and an ex),

and he started mind games with me, i figured out it's time to bait and i deleted him off social media.

 

It was till yesterday that i found out he's stalking me on Instagram, ( i've unfollowed and blocked him to follow me). So it actually means he typed in my user name to stalk on me, on the new feature of (videos in instagram)

 

What does it mean? Does he wanna reconnect? As a friend?
