Been in no contact for awhile now and working a lot on myself, and would love to get back together, but feel like it has to be her idea. So do I just wait and see or would it be worth a shot reaching out to her in a month?

I know that probably feels like a long time, but it really isn't. Not enough time has passed since breaking up for a reconciliation to be on the cards. Also, given your frame of mind (represented in the letter you wrote to her) I don't think it's a good idea to contact her right now. There's still too much fresh drama and other problems between you two. I don't think that letter or a call/text from you will be well-received at this point.
