I work for a smaller company with only one HR employee and she also holds the title of hr manager. We are also the only two around the same age in the company. I work in the engineering department with my own boss. Is it too risky or inappropriate for me to pursue something with her given that she is interested? My company has a policy against dating someone that has influence over my advancement, performance evaluation, discipline, and termination. Would that rule her out even though she isn't my manager?

Yes, it would rule her out. She is a manager and very often, H.R. managers are involved in the process of performance evaluation and advancement. She may not have DIRECT influence, but she definitely has influence.
