I'm wondering what your opinion on this is "I'm not looking for a relationship but I don't want you to talk to anyone" after a breakup.

That they don't want to be with you but they also don't want you to be with anyone else so you will be a fallback option.

Yep agreed.

They also would hate to dump you and then see you move on faster than they do. The ones who say things like the above are getting ready to string you along for a while until they find someone else. He or she might come back for sex or 'friendly catchups' in order to keep you hanging on for as long as possible or until they are ready to let you move on (once they have someone else secured).

Basically they want to see other people but want to make sure you don't.

Complete NC is the only way to go!

It means you're one of two or many other options.

It means the person saying it is into you just enough to keep you on a leash.

It means you should walk away with class, dignity, and on the immediate path to finding someone else.

"I want you to continue to stroke and feed my ego, and also live in sadness without me, whilst I go and sleep with other people and live my life to the fullest knowing that there's some love sick puppy hanging onto my every word"... erm.. nope!
