...and.

There is nothing to suggest the girl here isn't into the OP.

true. so what do you think about the situation?

Ask her out on another date and make sure you kiss her this time.

I guess Corey Wayne suggests kissing on the first date as it gets that hurdle over with, you kiss, you show your interest and she then knows your intention is to date not to just hang out. By her kiss you can then gauge how far she wants to take it too and perhaps her level of interest in you.

Spending dates wondering and worrying when to kiss her is wasted time and it may not show her your best side if you are nervous.

So I have been seeing this girl for a couple weeks now and we've gone on two dates. We never did kiss, but she showed high interest on the date especially our last one which was a couple days ago. We have broke the physical touching border.

Anyways, after our date, the next night I called to set up a date. She didn't answer and I texted her to call me when she was free and she responded that she will. She never did.

So like a hour ago I texted her saying "hey I never heard back from you last night, what's up?"

She said "yeah i forgot I'm sorry, what did you want to talk about?"

I responded "I just wanted to know a time you are free to go out again this week"

She then replied "Yeaaaaaah I'll let you know soon!"

So what does this mean? You think she is losing interest or what

Looks like she lost interest. Who knows why, who cares. More fish in the sea!

Take the hint, she doesn't want a third date. so stop texting her.

Yeah move on. If she wanted to go out with you again, she'd work with you to set up a date. "I'll let you know soon" is a nice way of saying no.
