I was tired of waiting and wrote "if you want to get dinner some time, let me know". He replied that he would like to get food but has a girlfriend but gives me his number. Great. So, I make some small talk and say let's get coffee "one of these days" (ie, never). Then he asks for my cycling shoe size and says to let him know next time I go on a long bike ride. I say I'm not sure when I'll be going again. He writes back that he found shoes marked 60% off of retail price and I should stop by to try them on first. Is he bored of his relationship and looking for some side action? Or is he just trying to get me to buy more stuff?

Get that discount then forget this guy. Or just the latter really. 1

It seems that the conversations you have with him often lead to some product he's trying to sell you. And he's got a gf anyway, I doubt you would want to date a cheater. 1
