Everyone is different tho, some say asap, some a week, some chat for months. I think if they respond quickly to your messages, there must be genuine interest. I have heard some want to do face time just to make sure they say who they are and see what they actually look like. So many fakers out there.

Trade only 2-3 messages, then be direct: I'd like to chat with you over a coffee or beer. Are you free Thursday? You can text me at 1234567 if you prefer. -Usually if the girl is interested she will respond with her phone number. I then send a text asking when I can call her to setup plans. Try to call and get verbal agreement. A girl is far more likely to miss your "date" if she only agrees via text or email.
