Nope. If she messaged you to apologize about the missed call,then she's a) at least polite and b)not dis-interested.

If she had blown you off completely,then she just wouldn't bother responding at all. She even gave you the "Good morning" to start. A good sign.

The best way to see if a woman is interested will always be cutting to the chase and asking her out on the first phone call. If she accepts, there you go.

 

Now I get that you're trying to be cautious and feel women out because you don't drive and have limited resources. But if you'd plan meet ups close to where you're at, and ones that are inexpensive, you could date multiple women much quicker and not have to waste all this time on the phone guessing.
