Are female neighbors just friendly when they say hi/smile every time they see you?

I think my neighbor is kind of cute. She's probably ten years older than me, as I'm in my 20's and she's in her 30's. Every time I see her she always smiles and says hi. She doesn't talk to anyone else in the building that I'm aware of. We are in a four family. Also, she sprayed a bunch of perfume in the hall one day and I'm smelling it again even though our doors are shut. I'm not sure why she did this exactly but maybe it's because people smoke downstairs and they smoke out their window instead of going all the way outside because of the weather. Advice? Thanks.

Most people say hi if they run into their neighbor. The perfume is about the odor, yes, probably the smoke odor.

Saying "hi" to your neighbor is, um, a "neighborly" thing to do in my opinion. Now, if she gives you "the eye" and outright flirts with you, then...she's flirting with you. If you're in a committed relationship, ignore her attempts at flirtation with you because you're TAKEN. But, if you're single, you can take the ball and run with it, it's up to you.
