So I had a phone interview last Thurs and an in person interview last Friday. This past Weds I got an email from the hiring manager that she would like to move forward with extending me an offer and that the lady from HR will be calling me. I didn't receive a call yet (I know it's only been 2 days). My question is how much time should I give it before calling to follow up?

Call the person who emailed you to advise them that you are awaiting a phone call from HR. Maybe the memo hasn't hit the HR desk? Sometimes a gentle reminder is all it takes. I would refrain from calling HR since its not known what stage the communication is in on their end. By going back to the person who notified you , you are streamlining your intentions.

I would kindly reply to the email and ask when you should be expecting the call. I don't think that's unreasonable. It will also show your commitment to the job by knowing to stick by your phone so you don't miss the call for any reason.
