There's a woman that I've been friends with for 10 years. Usually once a month we grab a coffee, or lunch, spend about 2 hours together just talking about everyday stuff. When we are together, she always talks about future plans, going to a movie, going to a museum, going to the park, etc. She gets very happy and energetic when she talks about us doing stuff together, but anytime I call or text to actually make plans to do those things, she is always too busy. When we do meet for coffee it's only when she calls me, and asks if I can meet within the hour. Our relationship is strictly friends, so I'm not wondering if she likes me, I'm just wondering why someone would constantly initiate plans and ideas, but then never follow through with it? It's almost like I'm dealing with two different people. As if the left hand talks about making plans, but the righ hand is in charge of scheduling, and they have no communication with each other. Does anyone else ever experience this behaviour with a person they know?

Because she bases her interactions and life on where the mood takes her. I think this is what you call a 'fairweather friend'. Ie someone who will not make an effort for you.

So why make a big dramatic presentation of "we should do this and that"?? Does she know at that moment that she is just feeding me bs, or does she actually want to do things with me, but just doesn't put enough priority on me to make time?

Because a lot of people are rarely honest with themselves. If she had that level of self-awareness, she wouldn't be doing it in the first place. I'm sure she isn't evil, it's just that she is a flake. Plenty of people are like that.
