I casually mentioned to a guy friend that there was another mutual guy friend of ours who stared at me in disbelief when I looked a lot darker coming back from my holidays (got sunburnt), and he said "he just wanted an excuse to perv at you." Was he jealous or just being cheeky?

It's hard to tell by just these few words in your post. Is he the jealous type? Does he always portray jealousy traits when it comes to another guy coming into contact with you? But his response to me doesn't sound like he was being jealous at all.
