He replied, "don't know right now." In the past few weeks he always said, "maybe" or "I'll see." And usually follows through.

Yeah, he told me he was leaving this week for the holidays-going back to his hometown and said that he doesn't know when he will be free and that he doesn't plan this out.

Guy friend or guy friend that you like and are interested in?

 

If this is just a pure friendship, then don't stress about it at all. No big deal, he's busy and can't commit to any particular time to get together with you.

 

But, if you "like" him and wanna pick this apart then I'd say he isn't that into you that way. If he was, he'd be interested in getting together and make a big effort to see you, really busy or not, he'd just do it.
