I'm a college student and today at school, this guy that I'm not dating was talking to me, put his arm around me and we even held hands when we walked to class. Then he kissed me on the cheek goodbye. He did all of this when we just met. What does this mean? Is this a good or bad thing if he does this the day we met?

It means he likes you, or he had a bet with someone. If he does it again then it's probably not a bet.

Given the overt display of public affection towards a stranger I would also venture to guess that he fancies many women on a weekly basis.

He's used to putting his arms around and kissing strangers. Since you didn't slap him or provide a negative retort, I'll assume you didn't mind this activity with a stranger. If he likes you, and wants to date you, he'll ask you out on a date. You can easily steer this by flirtatiously stating that you only kiss men you're dating, or similar. Then leave the rest up to him.

seriously can it really mean anything else than him liking you?

 

Girls seem to underestimate guy's interest a whole lot, quite the opposite of men who overestimate a girl's interest.
