Once he drove past me I saw him staring at me and checking me out after he drove past for quite some time. The next time I ran into him after that he was being friendlier than usual. Does this mean he is interested in me?

I think the bigger point here is you posted to ask about it, so you're fond of the notion he's into you. If you know him, he's already checked you out enough, doesn't need to catch you jogging, won't have changed anything. On the other hand, if he's a fitness freak, seeing THAT you run might have interested him if he didn't know you did already. Lots of fitness fanatics are only interested in other fitness fanatics. 1
