loves me but not in love with me, acting like when first started dating

My ex and I had been best friends for 2 years before we started dating and dated for almost 2 years. Towards the end we were having little arguments from time to time bit always managed to work them out. Our final argument we agreed to work things out and kissed and told each other we loved each other, the next he couldn't do it anymore. He went from discussing our future and came to me to work things out and 12 hours later he called to he wasnt in love with me anymore.

 

We went a couple days without talking, neither one of us having any closure since he basically called told me his feelings and ended the conversation. Our first conversation after the breakup he tells me I'm beautiful, the most amazing woman he knows, he cares about me, and that he loves me but isnt in love with me. He wanted us to remain in each others lives and stay friends, since then when we talk on the phone it's for a couple hours at a time before we realize how long we've been talking. He has recently taken up new hobbies and thinks I would like them and has offered to teach me. Everything from how easy conversations were when we were best friends and when most of our romantic relationship to joking around is starting up again. I have a lot of his stuff at my place and everytime I ask him what he would like back he just says keep it.

 

We're both in our 20s and were very serious in our relationship, he said during our first conversation he could see us possibly getting back together down the road but it wouldn't be something we'd strive for. Im wondering if he is starting to regret his decision to end things.
