I liked this guy but he didnt like me back.

As he said" we can only be friends at most"

but I wonder why didnt he delete my whatsapp contact and

still texted me occasionaly?

You answered your own question, he's just your friend and nothing more that's why he still texts you. Read my last thread, it's about the friend zone.
