We had a first date but he never managed to make it to the second date. Hence, I wish him well and wrote him off. Fast forward, 6 months later I created new account on the same website as I removed the old one. He checked it once last week but didn't contact me when he realized it was me. Then today, he checked my profile and rated it highly like 5 stars meaning he "liked it". Do you think he rated it by mistake or should I try and get in touch? Thanks!

Now he is free again and giving you a second look. He doesn't want to contact you because he knows you flaked. So he did the rate your profile thing to gauge you. If your interested rate is profile back and I bet he contacts you. But I wouldn't just send him an email. Make him at least work a little.
