Did his response mean that he was busy?

I texted my guy friend over the weekend, I wanted to hang out with him, so I asked him if he was busy, he replied, "Yeah, sorry, won't be able to do anything tonight." And what was he sorry for? That he was busy?

What is so confusing about his response to you? It's very straightforward.

 

You asked him if he was busy. Obviously, you were looking to make plans. He said, "Yeah I have plans, sorry, I can't do anything tonight."

 

So yes, he was sorry he couldn't hang out with you. This is what you usually say to someone if they ask you to hang out and you're busy. It's the polite way to decline.

Yes he was busy. Why are you questioning his answer? Do you feel he's lying to you and avoiding you for some reason?

You're trying to read more into it than it is. "Sorry" is just a politeness. It doesn't mean he's regretting he's not with you. He said he was busy and declined your invitation, period. Now you asked him somewhere, wait and see if he reciprocates and asks you and if not, you'll know he's not interested that way.
