Well it could be she's not interested in you. If she's also given a detailed reason why, it's probably best you just take her at her word that it is the reason. 1

But in general I think when anyone (male or female) tells a potential partner that they don't have time for a relationship, it means that they're not that into the person they're telling that to. It's true that sometimes one is short on time, but for someone you see a lot of potential with, you'll often try to make time, or at least keep the person interested in some way until you're freer. 1
