But after they say 'talk to you later' they never initiate a conversation back. After initiating every time what should you do to get them motivated to start a conversation? wait it out? 1

Try initiating one more time. Only this time, tell them how you really enjoy their conversation and how it troubles you to feel like you are chasing them down for one. How you feel like you are left hanging. Waiting it out only puts your feelings on hold. Only chase what wants to be caught.
