This usually comes from a person who is lazy and doesn't really organize plans with people, but sits back and waits for others to do the organizing. 1

She doesn't like committing to something....she likes ppl calling her for parties and will say yes or no at the moment depending her mood. So that's what I thought it meant when she said this. So i just learned not to invite her anywhere.
