We would say "Hello" when we saw each other, and that turned into pleasant conversation. He is dropping hints that he might be interested in me, but there is this other girl, who is always throwing her arms around him. She is very bold about her interest in him, and I am not the type to be that way. I feel that if I do not outdo her, there will never be a chance for me. Can someone please give me a little advice?

Once you two are out see how things go but let him know that you are totally interested in him and that you'd like to start seeing him. If he's a good guy, once you two start seeing each other he'll let the other girl know to take a hike. Unless he's into that type of agressive girl who throws herself (literally) on men then I don't see why being lady like wouldn't get you a chance to date him.
