met a guy at match but he refuses to meet?

So i decided to sign up on match to move on with my life. after few failed dates, i started talking to this guy. he seems to be a pretty cool guy, we exchanged numbers and been texting since June 28. We've exchanged pictures already, but has not spoken on the phone. And i'm getting frustrated. So today, i am the one who texted him if he wants to meet since it's been almost 3 weeks of just texting and i'm slowly making him feel that i'm frustrated of not meeting him. I dont want to waste my time and his time. But he has not replied back to me. Why is it that he seems to be avoiding meeting me if he says he's interested? I dont understand this.

Then you have me....I try to talk on the phone, and meet the women within a week or so after first contact...and I get treated like I asked them to marry me...how dare I even think of such a thing so soon!
