People of both sexes in relationships flirt all the time. Just look at the OTT thread.

 

What matters is whether it's innocent or there's any real intent behind it. There's really no way to know until someone grows the cajones/huevos to make a move to test it...

 

...but you don't want to do that with a girl who's in a relationship. So, either assume it's innocent, or ignore it.
