He is playing a game, and no, she is not to blame for his actions. I agree he has no say & i've walked on women who didn't want me dating other women but would not be official with me. sex wasn't even involved. But, is he is the only one who can walk in this situation? No. so when it does continue it is absolutely her fault when she doesn't walk because she is letting him do it to her. She can and should walk, if for no other reason than she questions his behaviour and it bothers her. There are others out there that OP will truly feel comfortable with and not feel any sort of angst with. Those are the ones worth spending time on, not the ones who make you feel off, or uncomfortable.
