I dunno if it's meant to be a date or just hanging out though. Originally I was planning to see how it went, and then ask her out again, mentioning the word "date". But if she thinks it's a date, then she'll expect me to pay. Should I pay or not? It could be awkward either way depending on what she thinks

If the woman is physically attracted to you, it's always a date. Unless you are married or have a girlfriend. And even then sometimes, she might construe it as a date. If she is not physically attracted to you, it is never a date. Whether you are interested or not. Impossible to tell what you have on your hands unless you go through with it. Just be very 'whatever' about the result and you'll be fine. I had just the opposite happen actually. A friend sent out a mass email for a birthday party and I said I couldn't make it, but could take her out for a short time before. Very little interest from my side. Hers too probably. She never responded. Probably distraught will all thoughts like, "OMG. He's interested. What the h@ll do I do?" Lol.
