Long story short I asked him (like 3rd time) when are we gonna go out. He said "not sure yet" what the flip is that supposed to mean? Should I just let him go? Extra info: he's only been over twice and that was at 3 in the morning.

You're throwing yourself at him, and he's not reciprocating. You're not a challenge to him, that coupled with the fact that he probably didn't feel any real connection with you is why he's telling you "I don't know when we'll hang out." Also, coming over at 3AM is "Booty Call Status."
