Especially if it's a random person they've never met before and they don't like the look of them. The circumstances in which you ask might also factor into this, e.g., is it at a bar? nightclub? supermarket checkout? coffee shop? Usually, you would need to have some kind of conversation with them to build up their trust before they will give you personal details such as their name. Having said that, some locations and cultures are more friendly and open than others. So, it depends. 1
