I am standing in the checkout queue at my local supermarket and a very attractive guy in the next queue starts smiling at me. So I politely smiled back and look away. He then tries to catch my eye again, I look back and he smiles at me and says "Hi, how are you?", I answer back and say i am good, and we smile again. I finish at my checkout and say goodbye to him. He then drops everything and follows me out and asks me for my number - we swap numbers and he says he will call me later. That exactly one week ago...and nothing. I find it a little weird since he was so confident to get my attention and my number! What do you think is going on? Shall I leave it? Or contact him instead? It is frustrating not knowing! If I DO contact him, what would I say?

Or lost your number.... Yeah, nothing to be frustrated about here. There was and is nothing there to consider until he makes the call. I mean, after the effort he made to get your number, if interested, he would/should have called. Did he write down your number or put it in his smartphone? Again, if he wrote it down, he could have lost it. If in smartphone, wait, but move on with your life.

He put it in his phone...and then called my phone so I had his number. I guess there is no excuse really..

No. He'll call when/if he feels like it. I know that you must be aware that he may have other options that he is exploring as well. Or he may be busy. Don't know. Just go on with your life. Other opps will come your way....
