You're not calling your Ex and asking her to convey a happy Birthday to her little sister on your behalf. Personally, I would just send her a text wishing her a Happy Birthday and leave it at that. I don't think anyone will draw anything from a simple "Happy Birthday" text. And if they do, that's their problem not yours.

I'm sure the girl does not expect her sisters ex bf to wish her a happy bday. if you do that, she will tell her sister and they will both think you are just trying to get back on your exes radar. seriously, it's very transparent. don't do it.
